I have a mercruiser 488 and I test 12 volts at the batteries running and not. The stator reads 14acvolts at one terminal and 3 or less on the other. If you test both leads as plus and negative it reads 20 acvolts. the down stream side of the regulator reads 12 volts . Is this the correct output for the stater? If so it points to a failed voltage regulator
