I do not have a dwell meter and have been setting my points at .020 , and timming at 0 degrees TDC. I have had some issues with the idle but it seems to run ok. Am I getting the most out of the engine... am I crazy not to find a dwell meter? or am I on the right track?

Also, the fuel fill line has some cracking all over the outside of the cover or exterior jacket. Is it time for it to go? It seems no where near leaking.

Your gap should be .022....
Your dwell should be 31-34*
Your timing should be 6* BTDC....
It is impossible to set the timing correctly without having the dwell correct & vise versa......
Get a dwell meter....
With the engine running with the timing retarded, you are not getting nearly the performance & fuel economy you should.....;)
I'd replace the fuel line too....
Leaking gas into your bilge is bad.......
