2001 90 hp Elpto Surging/rpm loss

I recently bought a 2001 90 hp elpto saltwater series. The motor starts fine and runs great at first, but after 20 or 30 mins (sometimes more, sometimes less) it starts surging and/or drops rpms. I'll be running at 5000 rpm and it will drop to 4000 to 4500. I have noticed that rough water will sometimes initiate the problem. At first it will surge back and forth from 4500 to 5000 rpm but after a minute or two it stays at 4500 rpm. Occassionally it will clear up after a while.
Any clue where to start looking for the problem?

i would check the fuel tank

Loose wires and fuel pump is what I'd look at first.

I took it out for a ride today on the river. I ran it about 45 minutes with no problems. Seems like it runs better in smooth water. I took it home and checked the carbs. Top carb was dirty. Cleaned it and will test again later this weekend. Thanks guys.
