I'm replacing the transom on pontoon, it looks pretty easy. ................
I was wondering should I use Marine plywood or preasure treated?...andwhat kind of water seal should I use?.........
And I was wondering if the 3 peices of wood sandwiched together (so that the transom is thick enough) would trap water, and is there another way to make the transom with something that's a solid piece?
Regular ACX plywood is just fine. Make up the transom out of three thicknesses. Just glue 'em together with Gorilla Glue, clamping them overnight.
Then, give it all a good coat of oil-based paint, liberally applied to all surfaces, especially the edges. I use regular old Rustoleum, applied with a brush. It seems to hold up well, even on wood.
Why? Well, it's an item you're going to have to replace from time to time, whatever material you use. Why spend more?
You can also shoot small stainless steel screws in to clamp the plywood and gorilla glue..... just leave the screws in there.

Like Bob said, you could screw it together with stainless steel or deck screws and they will clamp the wood together while the glue dries. Just leave them in after the glue has cured and it will be plenty strong. It might just be me but it looks like your steering cable is a little worn out if the covering is cracked like it looked in the pictures.
