I have a 1996 28hp Envinrude....I cant get any speed out of it...this happened when it was brand new also..for the life of me I cant remember what part they had to replace to correct the problem....it runs great..but when we give it full throttle its like its only at half throttle...I tried contacting the dealer that did the work way back then and they dont keep records from that far back..does anyone have a clue what part that might have been that could keep the motor from running at full speed?
