Default Late 80's Evinrude 225 power tilt/trim

I have twin late 80's (1987?) Evinrude 225's on a 25' whaler, but recently the port engine trim/tilt began to fail (didnt work, then worked, then didnt) and finally stopped completely in the 90% down position. This is good because I can still drive the boat, but pulling it out will be a trick. Also Lake Erie W. basin is very shallow and solid rock so the tilt was real handy anchoring near shore.

Got into it and there does not appear to be any fuses for the t/t motor specifically at the engine or in the bilge, are there? Both solenoids click when up or down button is hit, but no action, and all connections on them look good. Could it be I am low on battery (doesnt work when running), have 2 bad solenoids (it doesnt go up or down), a bad motor, not enough fluid, or something else?

Any ideas or ways to test are appreciated. Boating season is in full swing and there are fish to catch!-

Also - is there any manual way to get this engine up? I forgot to mention that i am at dock in the water!

On the starboard transom bracket, there is a hole near the bottom portion of it. Inside that hole is a manual release valve. Turn that valve two (2) turns out (no more than two turns)! that will allow you to lift or lower the engine. However, it will lower only to the trim rams and no further.

Trace the wires from the PTT electric motor to whatever connector exists and disconnect it. Now, using jumper wires, apply voltage directly to the electric motor wires. Did the electric motor run or did it spark wildly like a bad short exists?

Is that electric motor a 3 wire motor or a 2 wire motor? If a 3 wire motor, the black wire is of course the ground wire and the other two wires (green wire, blue wire) would be the up/down leads.

If a 2 wire motor, that would be a dual polarity motor, meaning that the positive battery wire would connect to one wire and the other battery wire would connect to the other wire..... this would make the electric motor run in one direction, and reversing the wires would make it run in the opposite direction.

Does that unit actually have two solenoids as one thinks of solenoids, OR does it actually have two small relays with a small black plastic rectangular box?
