3 things:
1: You are running it in a 55 gallon barrel and the tank is sitting on the ground. It will have a hard time lifting the fuel that high.
OR
2: You have an air leak somewhere between the fuel pump and gas in the tank. Even tiny bubbles in the fuel line can affect the pump
OR
3: Your fuel pump is shot. Rebuild or replace it.
