3.7 merc engine overheating problem

I have a overheating problem with my 3.7 merc engine.
I have replaced the following 1. water pump in the out drive. 2. water impeller on engine. 3. replaced the head gasket that was needed. 4. checked out to ensure the exhaust manifold was not blocked. 5. installed new thermostat 6. installed new coolant cap 7. removed and cleaned heat exchanger. 8. re-set rpm, timing and dwell to engine spec. Checked out exhaust flaper valve. Engine will not overheat at dock side " ran at 2000rpm heat went to 130-145 degrees. While on the way traveling at 3800rpm temp went over 190 degrees. After cooling down engine coolant went back into engine from the overflow canister. while again on the way traveling at 3000rpm tempeture went to 165-170 and still climbing at a slower rate. What else did I miss????
