What is the mechanical condition of the motor?
Compression check at a minimum, leakdown test for more info.
Is it getting too much fuel, or too little?
Quick test, if you pump up the bulb, it should get firm and not give. If it gives, look in the carbs while it is and see if one is flooding. If it is, you have found your trouble.
What is the condition of the fuel pump, filter, hoses, connectors, etc.?
Is it properly timed (link and sync)?
Improper throttle pickup timing could act like this.
Is the lower unit in good condition?
