Sounds like the throttle linkage needs adjusting. You will have two cables from the throttle unit, one is a throttle cable, the other is a control cable that selects forward, Neutral or reverse. It sounds like this cable has not been correctly setup.. That or your stern drive is damaged and doesn't have a reverse anymore!! I have never setup the cable for forward/reverse selection, so hopefully someone can tell you how to do it, or go buy a mercury service manual.. Based on my limited experience I would not recomend the SELOC manual as its too general and seems to be missing much information.
