Keep tapping it with a hammer,it should pop loose.Grease the prop shaft good before putting the new one on..

If tapping with a hammer doesn't get it loose: That part is a sintered part. Sintering is a process where by powdered metal is heated and pressed together to form the part. It tends to be brittle. So, Take a cold chised and give it a few good whacks with a hammer. It should break apart and come off the shaft. The 22 ounce fine adjusting tool is better than the 16 ounce fine adjusting tool. Three pound psycology works best though.
