1956 Johnson cd-10 outboard won't idle, HELP!!

I just recieved a 1956ish johnson 5/12hp outboard. The motor will start if the throttle is full open but will not idle at all. The carb. was rebuilt 2 years ago and i have pulled it apart again to make sure all passages are clear. I am stuck and noone in my area can help.

is the linkage moving the timing plate as it should, how's spark, compression. is this the first time starting since setting up for a while. sounds fuel delivery related. is the pressure tank pumping up, and holding pressure. is it possible someone played with the carb adjustment knobs? i also hope you have it submerged 1/2 way up the leg. or your going to be replacing the impeller.

tashasdaddy, yes the motor is submerged, as far as the spark goes it is strong but i do not have the proper tools to do a comopression test. The motor came from my grandfather so i'm sure he played with the knob's on the carb. Also there is a small leak coming from the air side of the hose going into the carb but will that affect is so much that it won't idle at all? The motor runs like a champ at full throttle it has no sputter what so ever but the sec you idle sown it does not want to run
