Johnson 130 1995 Blowing oil/smoke

I just started my outboard for the 1st time this season. The engine is blowing gobs of oil out of the exaust(out of water). The engine is running a bit rough and the plugs do not seem to be foulded. What could it be? VRO Tank? At years end 2006 the engine smoked a little more than usaual and the engine would shutter when brought down from a high RPM.

Day 2- I pulled 1 of the 4 carbs off it was in very good shape. They were cleaner than I would have ever though possible. The boat is curently in the water and smokes a lot and smokes even more when the engine goes from idle to a top end RPM. Seems like there is a mis at low speed

Test the recirculation valves.

I will do that tonight. Any other ideas before I spend money I don't have to bring a mechanic in? VRO tank or the sensor that regulates the amount of oil?
