Might do a decarb on that engine. Also someone may have screwed either (especially low speed) of the carburetor jets in too tight and creased the needle valve.
One at a time, carefully screw the needle valve in till snug counting the turns and partial turns it's open....record.
Remove the needle and inspect the conical tip for any deformation like a grove cut around it. If not perfect, get another.
Then reinstall to the original number of turns.
Someone who knows may jump in here and tell you the number of turns (open) that is correct for that engine. You can compare that number to what yours is and draw your own conclusions as to whether to use yours or theirs.
Just when you screw it in to start your count, stop when it gets snug, not tight.
