If it has plenty of power to get up on plane, and if it recovers when you slow down then repeats when you throttle up, it sounds like it is running out of fuel. Check the screen, the hoses and connections for restrictions. Open up fuel pump and check diaphragm. The diaphragm should be soft and flexible and have no holes or cracks, or rubber flaking off. A bad diaphragm or a fuel pump only working on one stage will cause fuel delivery problems. Engine will run real well at low speed and then bog down or get rough, or even stall at high speeds.
