Cooling Problem

I have a 97 Tracker/Mercury 40hp that was cooling and circulating just fine when it was stored (18 months. ago) I just brought it out and fired it up and I have no water flow at all with hose and muffs inplace. I know that something needs to be repaired or replaced but my question is where should I start looking first?

Be sure there is no water flow. After storage bugs and crap can get in the tell tale hose and block it. Fish the line with something like trimmer line and see if that clears it. If not I would appear the impeller is shot. I just replaced mine for the first time yesterday and it was really quite easy.
