Default Creating storage in bunks of aluminum boat

I have recently purchased Lowe 1467 aluminum boat and now after couple fishing trips I would love to create storage compartments in rear bunks.
The problem is that they are riveted shut and I suspect filled by expanded foam. What is the reason for this ?

to keep the boat from sinking in case of an accident, or it storms overnight, or you forget to put the plug in. required by US coast guard regs, and other countries as well.

I guess I can do minor modification then ...
I like to at least hide the battery in the bunk opposite from driver seat
This should balance the boat as well.
