97 mariner 9.9 4 stroke fuel problem

My 9.9 4 stroke (2) cylinder is getting fuel to only one cyclinder, which is the lower cyclinder. Top cyclinder plug is dry. Engine tries to fire on the one cyclinder, but will not stay running. Any advice what might be causing the problem?

Low compression, blown head gasket, or stuck intake valve are about the only possibilities. However a gummy carb would be the first thing I'd look into.
