picked up johnson seahorse 4.5, manual start pull line was dry rotted.put new line on but it will only retract back in half way.does the spring have to be rewond or do i buy new spring. what is the fuel ratio 50to 1 ?.ido not know year. model# J5RHLCNR/ SER # E5578430. THANK YOU FOR ANY HELP.
