Hard starting 04 Mercury 115 ELPTO

I bought an '04 115 ELPTO this Feb. It was put into service in the Spring of '05. It starts easily the first time of the day and when it hasn't set for over 5 min. I have to play with the gas to get it running if it has set for a while when I am fishing. Does this just sound like dirty carbs or is this just typical of this engine. I don't know if the pryor owner used sta-bil over the winter or not.

have you tried repumping the bulb when trying to restart. sounds like the float is not closing all the way, and gas is siphoning off the carb.
