My 28 HP evinrude does not rev very high in reverse. The control works fine in forward. the engine goes into reverse when the control (OMC) is pulled back, but the engine will not rev up - idle speed only. The control handle does have the full range of motion and is not stiff. Looking at the engine end of the cable (unhooked from the engine) I see a much longer range when the control is moved forward versus when the control is used in reverse.
Actulally the outboard is designed to only have slow speed in reverse.Probably to keep some people out of trouble,and also because there is little reason to go backwards that fast.

At the motor, you will see a trunion nut that the throttle cable goes through. Adjust that nut to adjust the amount of throttle it gets in reverse. It will affect forward also, so make sure after you adjust it that you still have full throttle in forward too...
