1996 50HP Force - water in the upper unit

I started to see water in the upper unit after running it full speed. Also the motor dies in neutral when I have the cover on. Doesn't die with cover off (but keeps missing a bit). I tried to adjust the idle mixture screw, no changes.
How do I ged rid on the water problem?
Looks like there is rubber gasket around the cowl (bottom), it it the one I need to change? Can I change without taking the upper unit apart?

Sounds like you lost one or more of the gaskets between the powerhead and the midsection of the motor, or the water jacket. Try to find out where the water is coming from.

If it is the water jacket cover, it can be done in place.
If it is the adapter plate gaskets, the powerhead must be lifted off.
