Couple of question

Is there a code / sequence for alarms that isolate specific failures?

I get a 1 second alarm every 20 sec (approx) with the key on (engine not running). Just curious to see if that alarm frequecy should indicate a specific system failure?

Secondly, I have no idle. I can advance the throttle to start but when I start to put it in gear it dies (even if I leave the throttle advanced, it will wind down and die). I'll work the fuel system (and may rebuild the carbs just for good measure) whike checking for air leaks, pump etc, but what is the typical fuel pressure (so I can check that first).
I do have low compression on 1 cyl (am going to rebuild soon for that) It's nearly 30 psi lower than the others, would that be enough to kill it like I specified above?

Oops, I'll bet it's a Johnson or Evinrude.

Short beeps are usually oil related. Long beeps are usually overheat related. But it doesn't sound like either. Repost in the Johnnyrude section and you'll get more input there.
