Evinrude 115 Power Pack Not Getting Power

I am working on a evinrude 115. I have done checks on every single wire. The power pack 4 is not getting any power to it. Engine cranks very slow and there is no spark. If i remove spark plugs engine cranks fast, but still no spark. Yellow/Black wire has been checked. Wires coming to power pack from under the flywheel have no power.

Any ideas?

You really need a peak reading volt meter to test this system, then use the step by step guide in the service manual
