This engine will start fine and run at low RPMs. When I give it more throttle it takes off and will run about 15 seconds then shuts down abrubtly. It seems to be getting fuel so I think it must be something electrical. any ideas ?

Have you tried squeezing the primer bulb when it tries to die?

yes, it will seem like it wants to run a little better when the choke is on but it is only temporary and it will still die

No the primer bulb stays hard even after the engine dies. At first I thought it may be the fuel pump but usually the bulb will go soft when the pump isn't working........ right?
