I just bought a boat with 1983 80 merc. Would not start , put in shop replaced control box, went through carb, changed gas and filter. Starts great, first crank every time, jumps out of water no problem at 5500 rpms but starts bogging down with in 50 feet or so. Shut down takes right back off, on top of water quick and same thing Boggs down. I can pull throttle back to 4200 rpm and runs fine from one end of lake to the other but at any time I go to full throttle same thing. I removed inline filter and made no difference, pump bulb no difference.
