96 9.9 yamaha throttle sticks half way have to move reverse to forward quickly to get throttle to go full postition

is this 9.9 a tiller or remote,sounds like a remote,
with a 703 control,if it is, inside the round part of the
control handle their is a white plastic " neutral lock
holder" that part might be broke. to get at it u need
to remove the bolt from the back of the control. look
in manual.d:)
