Default Mariner 1998 cooling

Just got another great deal on a motor.After looking through some diagrams for parts I noticed 2 hoses for cooling only one on motor.Motor runs fine water comes through bottom out at the top near cylinders.There is no hose coming from exhaust, a plug is there as well as a plug on bottom of cylinder head cover.My question is how crucial is it for water to circulate near exhaust.Why would someone bypass this???Thanks any help appreciated

Believe it or not, in 1998, Mariner made outboards from 3 to 300 hp and several models of each.
Suppose you could narrow it down for us a little????????
