99 Sea Doo 18'. Is there special adaptor to run engine? Where is ign lock?

I just bought it for $1600. I don't know what is wrong with it. No keys. Missing flame arrestor. Which manual to buy? Can it go 60 miles/hr? Challenger 1800 Bombardier. Thanks. I just towed it from auction.
