When I start the engine, there engine will not go into reverse or neutral, and when I remove the three button switch, it still only stays in foward. I have no clue what the problem could be. I believe that it is the hyro electric push button controls. Any ideas?
you have to have the switch controls. these engines were designed to default to forward if no electrical power, so you could limp home. here's a link to explain the system

Your motor can't be a '73 if it is electric shift. 1972 was the last year for the electric shift models... Always a good idea to include your model number with your post..
