Low Water flow from Port Side of gimbal Housing and Port Exhaust Elbow hot.

I was running my 1984 Larson with an 898 mercruiser in it with the flushing belt the other day (engine has about 600 hours on it but it is the original, and I have owned the boat since new,) and noticed that there is very little water flow coming out of the Port side of the Gimbal housing when compared with the starboard side. The water on the Port side is also significantly hotter compared to the starboard. Further investigation has revealed that the exhaust elbow on the Port Side is also significantly hotter than the Starboard side. I pulled the rubber hoses (about 1" diameter, the ones that go to the bottom of the exhaust manifold,) off the distribution block on top of the thermostat housing momentarily with the engine idling and there is good water flow.
What could my problem be?

Exhaust flapper stuck/broken?
Get a piece of flexible wire & shove it up the hole....:$
It might have stuck, some probing is required...d:)
You may need to pull the riser & try the same from above....
Do not force it too hard......JK

While you have the Riser Off,.......

I'm Betting you're going to find it Nearly Plugged with Rust......
