1986 Johnson 70 HP won't turn off

I just got a boat, basically for free. I knew a rebulid was on the radar and have reciently sent it to be rebulit. I was testing it out, and I got it started, but it wouldn't turn off when I turned off the key. The dead man release also wouldn't shut it off. Any suggestions ?:/.

yellow black wire is kill wire, make sure it's connected. you can allways choke it.

When the key turns turns on you get 12V + yes no?
when the key turns off does it ground out?

You are talking about the wires on the starter solonoid yes?

Black/yellow Wire is from the ignition to the powerpack. Grounds out when key is turned off and kills the engine...
