Default Mariner 1996 25HP tiller model won't go in reverse

We had a new impeller installed at Paris Marine. After install the motor won't go into reverse unless you push the tiller hard to the left (tiller and cable side of engine) then it will go into reverse until you straighten the moror gain and go forward. Mechanic says it is a flaw in this engine. I don't think the lower unit was put back properly. Any ideas?

It's not a flaw in the engine, it's a flaw in your mechanic. It's not adjusted properly if he took it apart wrong. Or he lost the washer or put it in the wrong place on the shift linkage.
Might want to have a look and verify washer is located like this.
