IF you have the 4 bolts and 1 nut off, it should come off.
It may be stuck on the alignment dowels. I usually tap them with a mallet near the back (DO NOT hit the cavitation plate) of the lower to get it to pop loose. The shift linkage is splined and should just pull apart.
