Default 1999 Mariner 25 hp water pump

Is it normal for a 25 Mariner to put out water intermittently from the spray tube located at the Rt, rear of the engine. I thought it would continue to put out a small stream to let you know it is working, This one will spew then quit, going on and off quite often.Is this just the thermostat working or do I have an impeller problem?

sounds like stick t-stat, worn impeller,or housings or maybe clogged

pull t-stat and see if water comes out fully

I am asking this question for my Dad.(He has the Mariner) It has been several years since I even put my boat in the water but as I recall it stedily spewed water out this hole. Mine is a 25 Evinrude I bought new in about 1990.
