Clearcoat peeling

This may have been addressed here before or several times.

Friend's bass boat has several areas where the clearcoat has peeled leaving the dull looking metal-flake.

How big of a job is it to re-apply clearcoat? Is this something that he should leave for a repair shop, if so, is it very expensive?

Any other suggestions to brighten/shine it up?

Boat is about 16 years old; but, otherwise is in good shape.

16 years for metal flake is great. the auto industry should do so good. hopefully some one with metal flake experience will be along.

If it's actually peeling, then it's most likely not clear gel coat on the surface, gel coat will normally get dull and wear away from UV exposure. Clear paint can peel off if the prep work is not done well, but either way it's hard to make it look good again if it's down to the flake.
