poor four stroke performance

I have a 1998 evinrude15hp four stroke. when I bought it the guy had let it sit for about two years so I went through the engine and rebuilt the carb., put in new spark plugs, new wires, new water pump, everything. It runs great hooked to the hose but it has no power in the water when I give it throttle it dies out. I have worked on this engine for months every once and a while it will run great on the water but won't top out Ive compresion tested the engine and the cyliners were over 100 and within 4psi of each other. any suggestions would greatly help this is my 1st boat and it stinks

sounds like fuel

check all fuel lines and filters
check anti-siphon valves, vent lines

Sure sounds like a fuel supply problem.If it responds to a little choke it would indicate fuel supply.Be sure all connections and connectors are good.Be sure the vent on the tank is working.You could unhook the gas line at the carb and carefully put it in a can and with the kill switch closed crank it.Should be strong steady pulses.
If it checks then most likely the carb is dirty or adjusted wrong.
