Default Aluminum patching goo - what is it?

While I've got the floor up I'm fixing a temporary patch a previous owner had set in place. There's a nice dent that runs up the aft just port of the keel. It lifted the side up away from the keel and popped a few rivets along the way. I've got most of the repair well in hand but I've got a few questions.

1) The previous owner patched it with some sort of liquid rubber type thing. Anyway, it's black and rubbery. What is this stuff? It seems to have made for a pretty sturdy patch.

2) I have that black stuff running between the keel and the aluminum panel that makes up the bottom of the boat. I may or may not be able to get all of it out. I'll gluvit the inside, but the seams on the outside will remain a little wavy. I'm planning on coating the whole seam with something. Given that I've got the black goo already worked into the seams, maybe that's the best option when I go to re-cover it all. Suggestions?

Hmm that isn't exactly clear . . .

I'm putting gluvit on the inside of the hull. I'm looking for suggestions on covering the outside of the hull.

Could it be JB Weld perhaps? I found reminents on my Tracker Pro16 aluminum boat - good stuff...

JB Weld dries hard as rock... it may be auto undercoating which never really dries, it stays tacky.

Undercoating is probably more like it. I got most of it off with a wire cup, but what a mess.
