MY 1999 50 HP MERC HAS NOT RUN FOR FOUR OR FIVE YEARS(this boat is new to me). I have cleaned everything and can still not get fuel to the motor. This motor has a seperate oil reseviour that mixes the fuel and oil before it enters the motor. My question is should the primer bulb be between the fuel tank and the oil tank or between the oil tank and the motor?

The primer bulb goes between the fuel tank and fuel pump. It has nothing to do with the oil pump. Do you have the primer bulb installed so the arrow points toward the engine? Remove the connector from the end of the fuel line and squeeze the bulb. Does fuel come out. If not, there is a restrictioni between the pickup in the tank and the end of the hose. If fuel flow occurs with the connector removed, the fuel system is ok up to that point.
