no forward or reverse

i have a 74 evinrude 25hp model #25402 it was working beautifully then one day it stopped going into forward and reverse. i checked the shift arm with the cable off it still doesnt work, i made sure everything moves when putting it into forward and reverse ,so now im stuck anyone have any suggestions?:'(

It sounds like the locking bolt could have come out of the shift link. There is an oblong plate, held with 2 screw's on the right side of the exhaust leg, remove this an check the shift link.

That's the most likely. But if the upper rod doesn't even go up and down, as seen through the plate hole, it has come loose at the top end, under the powerhead.
