shaft length specification

I'm considering buying a small outboard on-line. One thing that concerns me is the shaft length specification for the motor.

If the motor is listed as having a 15" shaft, does that relate to the distance from the top of the saddle to the cavitation plate?

More specifically, if I have a 15" transom height, will a 15" shaft motor sit at the proper installation height (cavitation plate equal to bottom of boat)?

Yes. The 15' shaft is made for a 15" transom. Measure from where your motor sits on top aof the transom to the cavitation (ventilation ) plate.
