I've tried MercuryPartsExpress with my serial# and even part #'s. I have yet to get a match on my 20hp.

It is too old... the Merc site only covers mid eighties through current models.
Try this link for yours:
Mercury Marine | MERCURY | 200 | 2296267 THRU 2827676
Assuming your serial number falls into that range.

Depends on the year of the motor, the older it is, the less likely you will find it.
