Evinrude 35hp - does this sound repairable?

Hi folks, took my 13ft Dory (bit like a U.S Whaler) out for its first spin this season with family on board. Went well for a good 10mins but was not feeling as powerful as usual, then the power drifted away and the engine stalled. Couldn't re-start her, block was very hot so clearly the thing overheated, but wouldn't restart. Even when back on dry land the ignition wouldn't even make contact or turn over the engine.:'(

Does this sound beyond repair or do you think its pretty straight forward to sort out?

Previous test of engine had water out of the lower pee hole, but nothing out the upper holes, i guess this big light blue 35hp engine is 20 years old.

remove the plugs, and see if you can get it to turn over. if not pull the heads, and see what damage is done there.

thanks sir, could u explain briefly what 'pull the heads' means. much appreciated
