15 HP high RPM problem

I have a 15hp Evinrude, mid 70's. Problem is that it doesn't always rev through the higher RPM's. Thus the boat won't plane out. Ocasionally it will hit the higher speeds, but very rarely. Any ideas for solution would be appreciated.

Mag or CD? Whatever, it is more than likely it is running on one cylinder. I can tell you that the 9.9 & 15 mag models had a lot of spark plug fouling problems. OMC came out with several kits to fix it, but none of them worked. Don't know about the CD ones because I quit the business.

So, try new spark plugs first. If that doesn't work, check the rest of the ignition system.
