Default 72 Evinrude 25 hp Steering friction repair?

I have my steering friction adjusting screw tightend all the way but my motor still turns when I take my hand off.

So basically I have to man handle my motor when I drive. There is tension ,but not enough to allow taking my hand off without turning.

Is there anthing I can do to fix this?

Sure. Put in a slightly longer screw. The rubber spacer in there is shot. A longer screw will make up for the difference. Just don't make it so long that the spring doesn't get compressed because that's what keeps it from vibrating loose.
