I have got a 92 115 Mercury outboard that all at once stuck in forward and about 1/4 throttle. Wondering if anyone had any suggestions as to what to check first?

Does the control handle move? If not disconnect cable at motor andsee if the control works. While the cables are disconnectef see if the throttle moves by hand and you can shoft gears by hand while rotating prop.

Disconnect the control cables at the engine and see if you can move the lever. This will tell you if the problem is in the engine or controls.

I would also get a good manual

When you move the handle does the cable end at the engine move? If not, the cable or control box is bad. If so, have someone move the controls for you and look at the engine and see if everything on the outside still moves.
