should i fault the power pack ??

have a 1992 evinrude 70 hp VE70TLEND
it seems to only run on 1 cylinder , i know this because removing the other 2 plug wires when it is running has no effect , have cleaned checked connections , can see the fuel on the plugs when removed ,even swapped coils, plugs still only runs on the bottom cylinder,
thanks in advance for any input

Change the plugs around see if that makes a diffrence. Maybe you got some shot plugs
