1967 65 hp johnson

this motor has been out of service for a year or so

rebuilt carb
changed coil changed plugs
wires water pump

it will start and run like a jewel on muffs
but will not start at all in the water
i know back pressure holds back more than
muffs but im clueless on how to correct this problem
please help thanks in advance

first of all there was no 65hp in 67. There was one in 1968, a V4. then in 72 and 73 there was a 3 cylinder model. The 3 cylinder models can use the muffs, but the old(pre 69) V4s can't cause they have the water inlets behind the prop on the exhaust snout and above the ventilation plate.
About backpressure. Unless the idle relief is almost underwater it shouldn't be an issue. I guess if the battery is borderline it might not crank fast enough to get the carbs to draw fuel. Have you tried spray some gas oil into the carbs as you crank it?
