1999 Johnson 40 horse with carbs

I have a 1999 Johnson that if I run it to full temp, shut it off and then try to restart 45 minutes later it will not restart. It can take up to 4 hours to restart. It has been into two different shops this summer a total of four times and no one can diagnos the issue. Any ideas would be helpful.

I am not familiar with your motor but the first thing I would check is for spark when its in a no start mood.
