Get a compression tester and check both cylinders. You should have at least 80lbs compression and the two cylinders should be within 10% of each other. Post the results. Poor compression causes hard starting and poor idle, especially in the smaller outboards. So will other things, but you want to know what the compression is anyway. It tells you how the innards are doing. If you're not familiar with what a compression tester is and how to use it let us know and someone'll be glad to guide you through the process.
